Role Overview :

The Real Estate Inspection Coordinator   contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by facilitating the closeout of physical inspections of new construction and rehabilitation of both single family and multifamily units that are funded with programs including, but not limited to, HOME Investment Partnership Program (“HOME”), Indiana Affordable Housing and Community Development Fund (“Development Fund"), National Housing Trust Fund (“HTF”) and Rental Housing Tax Credits (“RHTC”).

Salary Statement :  

The salary for this position traditionally ranges from $45,000 to $55,000 but may be commensurate with education or work experience.

Evaluation of Performance :

Key Outcomes Expected:

Support and actively work with the Real Estate Inspector to ensure inspections are completed and closed out in a timely manner for initial project closeout and ongoing rental compliance throughout the affordability/compliance period.

• Maintain accurate schedule of inspections
• Receive inspection reports from IHCDA’s third-party inspector and save reports in the appropriate project files
• Prepare issues or no issues letter after completion of an inspection and send letter along with copy of inspection report to the Owner representative
• Work with Real Estate Inspector to ensure that responses to issues are submitted timely and satisfy the needed outcome
• Send final correspondence to the Owner representative to closeout the inspection once all issues have been resolved
• Help to maintain a tracking system to ensure all inspections for the year have been completed and all issues resolved
• Assist in reporting any physical condition issues found for tax credit properties by preparing an IRS Form 8823.
• Send follow-up letters to Owner representatives who are non-responsive to requests for corrections and inform the Chief Real Estate Development Officer when further action, such as suspension or debarment, may be required

Track casualty loss events

• Receive Casualty Loss Form K reports from affected Owner representatives. Save reports in appropriate project files and log into the casualty loss tracking spreadsheet.
• Issue casualty loss letters explaining the casualty loss process and timing
• Follow up with Owner representatives to closeout casualty loss events
• Assist in completing and sending any necessary IRS Forms 8823 to report casualty loss events to the IRS
• Respond in a helpful and timely manner to inquiries, either by phone, e-mail, or in person, from customers, intermediaries, locally elected officials, and other interested parties of affordable housing.
• Accurately and timely prepare general correspondence including, response letters, intra-agency memoranda, letters of inquiry, etc.
• Keep appropriate management team members informed of any major or potential issues that have arisen from physical inspections.
• Assist in creating and maintaining standard operating procedures regarding inspection tracking and closeout.
• Participate in department meetings, continuous improvement meetings, daily huddles, etc.
• Other duties as assigned, including other duties related to tracking completion of compliance monitoring activities, issuing monitoring letters, and collecting responses from owner agents

Education & Experience:

• Post-secondary education preferred.

A Day in the Life:

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
