Job Summary Are you passionate about public health? Minnesota Department of Health (MDH), Environmental Health division is seeking dedicated professionals to make a difference in our communities. As a Public Health Sanitarian Supervisor, you will help protect public health in the use and consumption of water via the implementation and enforcement of the Federal Safe Drinking Water Act (SDWA), and other MDH rules as they pertain to noncommunity public water systems (NCPWS), This position provides supervision and technical direction to NCPWS Program field personnel. This position also has field responsibilities in the inspection and sampling of noncommunity public water systems.
Primary responsibilities: • Supervise field staff in the assigned region in order to execute program purpose effectively and in accordance with department policies, collective bargaining agreement(s), and good principles of supervision.
• Supervise compliance inspection and monitoring activities of assigned staff to ensure that each sanitarian is documenting facility compliance with the SDWA, other applicable laws and regulations, program goals are met while assuring the delivery of safe drinking water to consumers.
• Manage the collection, submission and/or analysis of water samples from noncommunity public water systems to determine compliance with the SDWA, within the assigned geographic area of responsibility.
*This position will work out of our Freeman, Mankato or Rochester District Offices. The location of this position will be determined based on the top candidate for the position. *Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the Unit's operational needs and are at the supervisory discretion. Qualifications Minimum Qualifications - Possession of a current Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) credential issued by the National Environmental Health Association (NEHA)
AND
- Four (4) years of professional experience working as an environmental health specialist or sanitarian;
Candidates who hold a master's degree in environmental health, sanitary science, sanitary engineering, chemistry, biology, or other related environmental health field will receive credit for six (6) months of qualifying professional experience. Candidates who hold a doctoral degree in environmental health, sanitary science, sanitary engineering, chemistry, biology, or other related environmental health field will receive credit for twelve (12) months of qualifying professional experience.
AND
- One year experience as a supervisor, team lead, OR project lead.
Additional minimum qualifications to be assessed during the interview process: - Applying principles of public health involved in the transmission of disease.
- Planning and conducting sanitary surveys and investigations and preparing reports.
- Critical thinking skills sufficient to collect and analyze information, identify areas of focus, and make decisions based on evidence gathered.
- Establishing effective working relationships with owners and operators of noncommunity public water supplies, and the general public.
- Enforcing laws, rules, and regulations consistently and impartially.
Preferred Qualifications - Bachelor's degree in the physical or biological sciences.
- Valid Class D driver's license
- Applying written and verbal communication skills, preparing inspection reports and correspondence that are clear, concise, and accurate, providing information, answering questions, or emphasizing critical issues.
- Resolving conflict with the ability to deal with contentious situations.
- Training and public speaking skills necessary to provide effective field and laboratory analyses using appropriate procedures and equipment.
- Utilizing computer programs including database, spreadsheet, word processing, global positioning system (GPS), mapping and internet applications.
- Considerable knowledge in: Technical areas (e.g., plumbing, water treatment, well construction) sufficient to conduct thorough inspections and provide accurate information to noncommunity water systems.
- Considerable knowledge of Public health areas including environmental science, epidemiology, biology, chemistry, geology, hydrogeology and the procedures for investigating waterborne illnesses.
- Knowledge of Federal and state statutes, rules, and standards including the SDWA, the Minnesota Plumbing Code, the Minnesota Water Well Construction Code, On-site Sewage Treatment Systems, Source Water Protection Rules, Class V Injection Rules, Standard Methods for Analysis of Water and Wastewater, Recommended Standards for Water Works, and the Minnesota procedures for regulatory enforcement.
Physical Requirements - Lift as much as 40 pounds of equipment or samples.
- Frequently lift from ground to waist height, and from waist to shoulder height.
- Work outdoors in all seasons, with outside/inside exposure to weather extremes.
- Must be able to maneuver across long distances and travel from location to location in all weather conditions .
Additional Requirements This position requires successful completion of a reference and background check.
This position does not require a valid driver's license, but it demands travel, which the candidate will be responsible for meeting.
