Job Summary The Minnesota Department of Health's Public Health Laboratory is nationally recognized as one of the best public health labs in the nation. As the Public Health Laboratory Division Director, you will provide direction and management oversight to the Public Health Laboratory Division (PHL) to ensure that the programs are meeting their goals and operating within the applicable federal and state rules and regulations. PHL is a key part of the public health system and is tasked with providing accurate and reliable laboratory testing and data for statewide programs in newborn screening, infectious disease, and environmental health for the purpose of protecting the public against actual and potential exposures to diseases and contaminants.
Working as a Public Health Laboratory Division Director you will:
- Provide leadership in establishment of policies and priorities of the division to assure that statutes, rules, standards and goals of the department and executive orders are implemented in a manner that will best achieve the goals and objectives of the department and are consistent with best management practices for public health laboratory.
- Assure that division financial resources are managed in accordance with department and division policies and procedures for financial management so that division expenditures demonstrate responsible stewardship of the public's resources.
- Assure that policy, procedures and planning are conducted with the full involvement of all affected parties.
- Direct the administrative and performance management functions of the division to assure the overall effectiveness of the programs and consistency with statutory mandates and department programs and goals.
- Assure the laboratory operations meet all specified state and federal regulatory program requirements and that quality assurance procedures support high quality services.
- Implement the division strategic plan so that the laboratory anticipates the needs of the Health Department and other clients related to changes in technology, services, and data analysis and management.
- Assure that the division achieves an acceptable level of readiness in the planning for and recovery from disease outbreaks, natural disasters and terrorism events involving weapons of mass destruction so that the public, first responders, and recovery personnel are protected from further exposure to these deadly substances.
- Represent the Health Department and the Public Health Laboratory in professional organizations and external groups so that the laboratory is recognized as a key participant in Minnesota's public health system.
Qualifications Minimum Qualifications Four (4) years of management and administrative experience in a field of science related to public health or environmental health.
AND Experience must include the following to be considered:
- Provision of Laboratory Services.
- Responsibility for program administration, implementation, evaluation, and strategic planning.
- Development of program or operational budgets.
- Experience working and communicating with internal and external stakeholders based on results, findings, and project development.
- Strategic planning of Information Technology (IT) within a Laboratory setting.
Preferred Qualifications Doctoral degree (Ph.D.) in microbiology, chemistry, public health, laboratory science, or related science field with extensive training in clinical laboratory science and/or in a public health setting.
Board certification by a recognized clinical or pathology board as approved by the Department of Health and Human Services to direct the high complexity laboratory work as defined by Clinical Laboratory Improvement Amendments (CLIA).
Demonstrated capability in a field of study based on written policies and guidelines, or other evidence of activities known to impact public health.
Experience working on public health issues focused on diversity, equity, and inclusion.
Highly developed oral and written communication skills as demonstrated by public presentations and written documents.
Knowledge and experience working in an accredited laboratory. Specifically following one or more of these national standards:
o Clinical Laboratory Improvement Amendments (CLIA) regulations
o Environmental Protection Agency (EPA) Manual for the Certification of Laboratories Analyzing Drinking Water
o International Organization for Standardization (ISO) 17025
Medical, epidemiological, or scientific training to facilitate analysis of public health problems, interpret laboratory data, and provide input into the development of public health policy, plans, and actions.
Demonstrated ability to lead, motivate, develop, and manage the performance of individuals and teams within the laboratory setting.
