DEPARTMENT OVERVIEW The UC Santa Cruz Division of Student Affairs and Success (DSAS), led by the Vice Chancellor for Student Affairs and Success, consists of nearly 700 team members spanning 4 major units and 36 departments. The Office of Student Conduct and Conflict Education (OSCCE) is a newly established/re-envisioned office (previously the Office of Student Conduct and Community Standards) dedicated to just, equitable, and student-centered approaches to the administration of student conduct and resolution of conflict. OSCCE provides multiple educational programs and pathways to support our diverse student body in navigating behavior change, improved decision-making, and resolving conflicts, in order to foster student success and a healthy campus community.
JOB SUMMARY Under the general supervision of the Associate Dean of Students and Director of Student Conduct and Conflict Education (ADOS-SCCE), the Project and Policy Analyst supports the Office of Student Conduct and Conflict Education (OSCCE) in research of new or changing systems and programs and provides high-level and complex project support to the ADOS-SCCE and OSCCE as a whole.
APPOINTMENT INFORMATION Budgeted Salary: $80,300 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES 55% - Project and Policy Analysis - Reviews daily Incident Reports from across campus through the Advocate Database, analyzes for possible violations of University policy, Title IX and Clery Act reporting obligations, interpersonal conflict, threats of harm, and coordinates the appropriate response.
- Analyzes OSCCE Case Management process and procedure for efficiencies and gaps, implementing both technical and procedural improvements.
- Proposes, leads, and participates on policy and planning committees and working groups, including but not limited to the WeAreSlugs team, AlcoholEDU implementation team, biannual Student Handbook review committee, etc.
- Conducts regular audits to ensure all forms of student conflict cases (complaints, restorative justice, bias, etc.) and Student Outcomes are being addressed and resolved in a timely manner.
- Conducts post-implementation analysis for OSCCE programs and initiatives to determine the need for further enhancements, finer distinctions, and additional process and policy components.
- Provides analyses for complex budget, financial, academic, data, systems, and resource projects working directly with all levels of managers internal and external to OSCCE.
- Researches, monitors, and analyzes regulations, legislation, research literature, and UC policies for impact on OSCCE.
- Researches and summarizes organizational structures, policies, procedures, and best practices in student conduct, conflict education, student affairs, and related fields and coordinates efforts with a variety of external and internal contacts.
- Supports strategy development for organizational initiatives by developing proposals and recommendations that guide the growth of OSCCE.
- Provides technical guidance and quality assessment for OSCCE programs and tools (e.g., student conduct database). Prepares directives, regulations, technical guidance, and other instructions for issuance to stakeholders.
- Researches and analyzes processes and procedures, and summarizes findings, policies, and organizational structures in order to develop and implement changes and to provide consultative services to department administrators, partners, and external stakeholders.
- Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches.
- May assign bias reports for case management and track resolution status.
20% - Program Administration - Interacts with the Division of Student Affairs and Success, and the UCSC campus to multiple constituencies (e.g. students and prospective students, faculty, staff, parents, and members of the public) on behalf of OSCCE.
- Responds to subpoena requests, requests for information, and disciplinary clearances.
- Triages referrals to OSCCE as appropriate.
- Participates in recruiting, events, and other assigned projects as needed.
- Prepares high-level communications to support the Student Conduct process.
- Ensures the accuracy of OSCCE website content.
- Provides administrative and analytical support to various departmental and divisional committees and work groups.
15% - Hearing Coordination - Works closely with Hearing Officers on the coordination and administration of formal adjudication hearings for Title IX Hearings, non-Title IX Hearings, and appeals of student grievance outcomes.
- Identifies hearing board members based on relevant criteria and recommends nomination for appropriate review.
- Prepares and trains board members for hearings.
- Advises board members on hearing policies and procedures.
- Facilitates communication between parties involved in hearings, including but not limited to students, their advisors, attorneys, and witnesses. Sends formal communication to parties and hearing witnesses on behalf of the Hearing Officer.
- Proactively advises students of their rights and responsibilities in the hearing process.
- Impartially enforces hearing procedures and facilitates communication between parties, ensuring due process and neutrality throughout the hearing and appeal process.
- Ensures compliance with timelines, processes, and policies and manages logistics for room arrangements.
- Interprets UC policies and procedures for hearing participants.
- Ensures compliance with timelines, processes, and policies.
- Manages and coordinates documents relevant to the hearing board.
- Stays up-to-date and well-versed in relevant policies and regulations.
10% - Records Analysis and Reporting - Works closely with highly sensitive and confidential correspondence and communication regarding OSCCE programs and services.
- Ensures appropriate retention and destruction of OSCCE records in compliance with federal regulations and University policies.
- Ensures the confidentiality of all student records in compliance with federal regulations and University policies in regard to the release of information.
- Updates, monitors, and generates reports regarding information in the Student Conduct database.
- Generates and distributes reports for audiences internal and external to OSCCE on a regularly scheduled basis.
REQUIRED QUALIFICATIONS - Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.

- Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses.

- Demonstrated technical skills sufficient to use and support the maintenance of a complex and secure database.
- Demonstrated knowledge of, commitment to and experience working with members of African, Black & Caribbean; Asian, Asian American & Pacific Islander; Chicanx/Latinx; Native/Indigenous; South West Asian & North African; Disabled/Neuro Diverse; Trans & Non-Binary; Queer; Undocumented and other historically marginalized or underrepresented communities. Successful candidates will demonstrate measurable experience employing practices/praxis grounded in intersectional approaches and understandings of identity and will possess knowledge of and insight about different religious traditions that intersect with many of the identities and communities listed above.
PREFERRED QUALIFICATIONS - Licensure or certification in project management.
- Familiarity with student conduct and conflict education philosophy, programs, and practices.
- Ability to speak, read, and write in both English and at least one additional language such as Spanish, Mandarin Chinese, Tagalog, Arabic, or other.
- Knowledge of common University-specific computer application programs (e.g., Advocate student conduct database, Google Suite).
- Knowledge of University policies, processes, and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT - Selected candidate will be required to pass a pre-employment criminal history background check.
- The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
- Ability to work occasional evenings and weekends as directed.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
