GENERAL PURPOSE
Performs a variety of first-line supervisory and journey level skilled duties related to the construction, installation, maintenance, upkeep, beautification and repair of parks buildings, recreation facilities, parks grounds, cemetery and general environ.
SUPERVISION RECEIVED
Works under the general supervision of the Parks Superintendent.
SUPERVISION EXERCISED
Provides close supervision to Parks Maintenance Specialist(s) full time laborers while in training or on a project-by-project basis.
ESSENTIAL FUNCTIONS
Performs general administrative duties as needed to expedite the completion of schedule projects and maintenance; monitors supplies and orders inventory for project materials; purchase safety equipment; monitors work progress creates logs and various reports; coordinates special and periodic clean up processes and events; monitors public use and access to park facilities.
Performs general building maintenance; constructs and maintains bowery(s), small buildings, pavilions, shelters, picnic areas, benches, bleachers, ball fields, tennis courts and nets and other facilities; assures proper installation and maintenance of playground equipment; conducts safety inspection of play ground equipment.
Assists in the installation of sprinkler systems; selects line sizes, sprinkler spacing, type and control equipment; install, test, and maintain systems utilizing low voltage, hydraulic, or other operating features; inspects electrical systems at parks; makes repairs and adjustments as needed.
Assists with spraying projects for the prevention or eradication of pests, fungus, and insects harmful to park plants, trees, shrubs and other environ; selects appropriate chemicals and combinations to accomplish task; maintains records of spraying activities; assures chemicals are properly stored and used in conformity with town, state, or federal regulations; operates spraying equipment.
Operates various types of heavy equipment such as front end loader, back hoe, utility trailers, bob tail dump truck, etc.; transports materials and equipment; operates and maintains trencher; operates a variety of types of small and light equipment such as mowers, sod cutters, chain saws, pruning equipment, aeration tractor, and various hand tools; performs routine and regular maintenance on equipment to assure efficiency and safety.
Operates complex lawn mowing equipment; mows and trims grass, bushes and shrubs; assists in pruning activities on trees, shrubs and plants; removes dead, diseased, or injured trees; stimulates health plant growth through custom pruning and cutting.
Performs general landscape and gardening duties; plants and transplants trees, shrubs, bushes, grass, flowers etc. as directed to develop attractive parks and grounds; performs various fertilization techniques using dry and liquid chemicals.
Assist with hanging basket through out historic district.
Assists in the set up of special displays for Christmas, fiestas, festivals and other events; sets up banners; assists in the cleaning and grooming of event environs to assure Parks attractive surrounds.
Participates in annual litter clean-up projects; picks up litter from premises. Graffiti as needed.
Directs and trains less experienced members of the department in equipment usage such as backhoe, loader tractor, lawn mowers, and landscape equipment; performs preventative maintenance on assigned equipment.
Performs various seasonal duties such as snow removal; water line winterization, etc. as needed. Assigns and assist with maintenance of wetlands and surrounding areas. May be required to opening and closing of parks.
Responsible for all custodial duties, as assigned, throughout town buildings. Maintains cleaning supply inventory and orders supplies as needed.
Performs all related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience: Graduation from a standard senior high school; AND Five (5) years of progressively responsible experience in the maintenance, upkeep, and beautification of turf, parks, facilities and related environ; OR An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Considerable knowledge computer operations and various software applications, i.e., MS Word, Excel, etc.; of maintenance equipment such as backhoe, loader, dump truck, mowers, tractor, power over seeders, aerators, thatches, trimmers, etc.; landscape and sprinkler system design; flow pumps; of hazards and related safety precautions associated with equipment operations; of herbicides, fungicides, insecticides, and pesticides, and proper application of the same; of turf and greens management; of interpersonal communication skills.
Considerable Skill in use of lawn and landscaping equipment, including tractors, mowers, chain saw, hedgers, weed trimmers, electric motors, pumps, sprinklers; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical work; the operation of various types of light equipment such as front-end loader, tractor, backhoe, etc., basic mechanics.
Ability to recognize and identify common weeds and pests; recognize and identify diseases common to turf and greenery; effectively apply chemicals for the abatement and eradication of noxious weeds and insects; effectively, perform various semi-skilled and skilled functions related to building maintenance; communicate verbally and in writing; develop effective working relationships with supervisor, subordinates, and the public.
Special Qualifications:
Must possess a valid state of New Mexico driver’s license.
Work Environment:
Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, lifting, etc. (occasionally move up to 50 pounds). Talking, hearing and seeing essential to the performance of the job. Employee regularly works near moving mechanical parts. Daily exposure to weather extremes and seasonal conditions. Frequently exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, discriminating thinking. Frequent local travel required in normal course of job performance.
